Yes, mask-wearing providers can be more difficult to identify. However, with a friendly tone and smile, from a reasonable distance a monger can say something like "Hey, I think I might have seen you before, would you mind pulling down the mask for a moment?" Or a monger can use whatever other wording the monger thinks is preferable. Of course, the provider can refuse, but most of those who are motivated to make money probably won't refuse.
