If they bust the places they'll just drive them further underground. Where they are now they're contained and not causing the city any problems, so they just sort of monitor and leave them alone.

I agree. In my teens and twenties I got two at the base of my spine and one up near my taint. If these things should burst open on your inside, really nasty poison can spread. New Moon Spa has taken over that spot, I went a couple times and had older Latina who was pretty attractive, but FS was pretty wooden performance-wise and she was rushed both times. People mentioned a younger girl, but never seen her. It's open late, but I've gone by at night and it's sporadically open or not.
