They are probably using a spoof card to make their number the same as the police departments. No matter even if it is the police they have no grounds to arrest you unless they have evidence that you committed a crime. And if they had evidence they would not call you and tell you they're going to arrest you.

Just to let you know how the scam works they ask you for a number on the card somewhere and that number gives them access to the funds on the card. Usually they will ask you for that number when you're sitting in the parking lot of some random hotel or motel. And then everything will go dark.
