Looks like they are flying in from the north. Most of them I have encountered are between sligh, and hanna. A few notels there, and plenty of dope boys milling around. The Bella notel manager must be in on the action. They literally were operating in the parking lot. That may change as the touristas arrive for the holidays. Or uncle decides to "clean up" the streets. Good luck with that.
