Color me skeptical, it ain't happening. There are two major road blocks that will cause this idiotic proposal to fail. The banking industry is completely against it as it will cost them massive amounts of money for compliance for zero benefit to the banks, and they know they will lose customers who will stop banking. Cash businesses like restaurants will just close their accounts and go to cash only. The second roadblock, it seems to me to be a violation of the 4th Amendment and is therefore unconstitutional. The Supreme Court will have to decide if this kind of government surveillance constitutes unreasonable search, since it is admittedly a random fishing expedition to see what the IRS can stumble onto.
