Even if this was true, it would be almost impossible for them to do anything to an independent provider that gives any services. How do you prove anything happened without considerable time and expense that LEO would not do.

At best the state could charge her with being unlicensed. If she is licensed they could put her license under suspension for not having an incall facility that is licensed.
