You do not have to remove the battery. Every phone has a location device setting. Turning it off stops the phone from being located. Its basically your gps of the phone.

They would score several decks of dope from their dealer and then resell them on the street to make some extra money. So I'm sure they get popped from time to time, and so if that happens its not just a possession, its possession with intent to distribute which of course means real jail time, especially if she has a sheet. She might be afraid to rat out a dealer since she knows she will be back on the street at some point, but you can bet your ass the pigs will find it much easier to use her in a sting. And she will not be afraid of retribution from guys like us.
Thats why when you're out in the environment you have to take precautions, even with a known provider, especially if you know that she has a habit.

So from this we can see that the only way to not be tracked is to turn the phone off. And, I believe that even when its turned off the phone continues to send this ping. That tells me that you must remove the battery from the phone to really turn it off.
Using 2 separate phones can solve this problem, 1 to set up the date then leave it somewhere, and another to confirm address and so on if you must do that.
My solution to this problem, I'm very careful about what I say on the phone, I'm just picking a girl up for a dinner date. I don't use the woman's facilities, I always get a room. Of course, they are now using the mere reply to an ad as probable cause to arrest, so since the phone you used to reply to the ad isn't with you it can't be used as an inference. And if you get the addy and set the time then you shouldn't have to confirm, if she ghosts on you that's the price of the game which we must accept.
