As I responded before, it's the same process as where you come from, whether or not you have references from your home area. If you don't want to provide the requested documents, then you don't get in. Simple as that.

Same as what you described. With the volume of customers, most of whom are from out-of-town, it would be more troublesome and time-consuming to reference check each one, esp. If they do not have a relationship with other K-agencies. There is always a certain amount of mutual trust between these businesses & customers that is required in order to continue to function. They each of something to lose if either one breaches the trust.
