I just saw one guys network and he had three girls one level 5, one level 4, and one level 3, this guy was a level 1.

How the hell does that make sense.

I believe it has do with their Compliance Level.

I believe that is something that helps your Levels both go up and down.

I'm Level 2 and have not seen the Safety Club in the list and even when doing a search. Is there something else required or that I'm missing? Feel free to PM if necessary.

Use the browser search (ctl / command f) for "safety" on the club list page. The search function on the clubs page is useless. I only see one at level 1. There may be others at higher levels.
