Could cops setup a sting at an apartment complex. Sure, if they have the landlords permission to do so. However, it's probably very unlikely due to the collateral damage if something were to go wrong. There would be a high liability with that. The only way I would see that happening is if it building wasn't occupied by tenants and the whole thing was part of setup.

I'd be most concerned about pimp / handler muggings or ripoffs in an apartment complex. Keep your eyes and ears open and you should be fine. I abide by the rule, if something feels off just abort.
