    I agree that both sides will blame the other so that they won't have to explain why they did whatever, but it actually makes more sense that TNA blocked AT&T's IP address space rather than AT&T blocking TNA. I feel this way because TNA has lots of uptime issues and seems to constantly have to handle denial of service attacks -- which they seem to do very poorly. Blocking IP addresses is a very amateur way of handing an attack so it sort of fits TNA better than AT&T.

    However, if you really want to know who's blocking, just do a traceroute. If the trace dies outside of TNA's servers, then you know TNA is blocking. If it doesn't get outside of AT&T's routers, then you know AT&T is blocking it.

    HTTPS uses "Transport Layer Security" encryption to secure your web browser (eg Chrome) traffic between the client (you) and the web server (eg usasexguide).

    A VPN creates a secure link between (typically) your PC and another server or network. It secures all of the traffic between your PC and the VPN host, not just the web browser traffic.

    Both are designed to prevent others from eavesdropping or stealing your connection and are secure to a ridiculously high level of assurance, assuming current standards are used.

    If you browse with https over a Virtual Private Network (VPN) the transmitted data is encrypted by both technologies.

    And yes, others can connect using the same VPN host but the host manages / encrypts your connection separately (that's why it's private! The traffic is encrypted with different keys so everyone's data is secure.
