Lock the door saying police search warrant 3 times and no answer or open door.

Then battering the door.

When le see someone inside, they address court search warrant. Sometimes doggies that can detect cash smells and drugs, but not as usual in Hawaii accept for Gogo spas (sorry but American le think local Americans are more nasty and shitty than Asian fobs) and Tokyo spa. Not sure if HPD would go as far as to set up an actual brick and mortar AMP / Massage Palour / Spa to entice and arrest customers, but in the past they have set up on line ads and arrested customers who responded if they could get evidence of them offering money for sexual services. And a really long time ago they had undercover HPD female officers posing as street walkers who would try to get customers to offer money for sexual services which would result in an arrest.
