He was trying to be sarcastic and funny. He was mocking guys that give providers money when they're having a hard time without getting services in return. He's saying if you're going to give money to providers without getting services in return then he will volunteer to get the services for free since someone is paying and the provider is receiving. He is being funny while at the same time poking fun at the type of guy that might give money to a girl without getting service. The thing is, some guys get to know the providers and actually consider them to be human beings.
