The three people standing just feet away are likely undercover backups. The scene in the first two pictures looks so much like a sting I nearly got caught in down in S Florida 15 years ago.

The one with the leggings and running shoes appears to be Joly and not an undercover decoy. If you look at the pictures you can see that its who another monger identified as Joly that was looking in the car window and the other picture is the same woman from behind at a distance.
