I was able to get vetted with FEC by having a network on HX. I agree I would never provide personal info to these agencies. I think SDAG will work if you can provide some references they can check. They seem to be the highest bar to hurdle.

Joining HX and developing a network there is probably the best way without having to give your personal information.
