If a provider wants to be safe, she should have muscle very near by (like clubs\ bars do)) or have a weapon at her finger tip. Its simple: Compliance with their (providers) request, is synonymous with "yeah, I hear ya, I'll do what ya say. Up to some arbitrary limit". Blah Blah Blah Let the games continue.
