That won't work, because basically the agency has to impersonate the hobbyist (since it knows the hobbyists name, address, and driver's license number) to call the utility company and verify the account balance and whether the account exists in the name and address as stated on the bill. So a fake bill will not pass the agency verification scheme. Plus they can with all this information then turn your utilities off at any time if you write a bad review.
