It means they *arrested* five guys, but only one of them was *charged* the poor loser in the article. But the point is, this whole story is even lamer than it sounds -- all they netted out of this operation was a single guy, the other four guys they had to let go without even charging them. And they're so desperate to make this dumpster of an operation sound impressive, they're touting it like it's an accomplishment. And they needed the assistance of the FBI to achieve even this level of mediocrity.
