I can agree. I am also surprised by the recent hype of the palace girls. I don't know about M in particular, but generally speaking, the answer to this question is a resounding "yes" from my experience. And I have seen this happen in Nor Cal all over, and same thing in LA and Vegas.

Orgs, their pr workers, bookers, shill reviewers, etc are all known to promote all girls, especially the "bad ones". And when first info comes out on review sites for "bad ones", there are damage control reviews. Those damage control reviews aren't coming from regular mongers. Maybe some orgs value their rep more than others, but there's very little they wouldn't do for green paper. Hosting a new girl who turns out to be a disaster is bad pr for them and also loss of money, so it will be swept under a rug and damage controlled, and girl will at least finish her tour there.

My personal rule of thumb is home team sets the rules. If I'm on an incall, she's not going to run off (it's the monger who's more likely to bolt), so it's pretty safe to pay up front. If she's on an outcall, however, the roles are reversed, and the lady is now the one more likely to cut and run, so she gets paid when it's all done.
