The big difference is that with RS, you have to give your real name to the provider or agency. Then they check you out with RS to verify you are who you say you are. P411 lets you stay anonymous (although you may have to give your real info to sign up with 411, its been so long I don't remember), but the provider does not know your name.
Lots of agencies and providers seem to require your real I'd and name these days, and seem to prefer RS for that reason. But I've used P411 for years and there are plenty of ladies on there.

RS-AVS is way cheaper (one-time fee vs subscription for P411) and seems to be accepted a bit more widely in my experience.
