Because no one knows the "real" risk. We can each only assess the risk for ourselves, so you have to make that choice. Don't beat yourself up over it. I've gotten spooked before by people hanging around outside or by a car with someone inside sitting there. When I'm given the address to a cheap place with the outside walkways I like to go early, park a little ways away and scope it out.
