That message has been up for over a month. I think it's only for new registrations not ad placement. If you've already registered you can post ads whenever, but no new advertisers can sign up outside of that window.

I went through that same thing a little while ago. Ads would be posted minutes ago yet when I text I get no answer. It turns out once you have an ad you can set it to repost every so often automatically. So even though the ad is recent, the poster may not be active.

What I have noticed over the past week is some browsers are working, others are not. Example: Edge was not working, however Chrome was although slow and slower at some points. But still able to see.
