Seeing so many posts that talk about how PII was provided to get verified makes me wonder if that has set the expectations of these agencies to get PII no matter what.

I wasn't thrilled about the amount of screening at AG either. I gave them the info though, all in the first email back after they asked for it. I think it would be difficult to put all the info together in a fake manner, looking back on it. Will know exactly what I think about giving PII to these agencies. Am verified at several without any PII and some of these new agencies have kept emailing me and I told them to shove it. Told them that I could provide several agencies and a verification site as well. But they still wanted more. Guess where my $ is going, certainly not to them.
