I think most providers will provide a blow-and-go if you ask. Whether it saves a lot of cash is YMMV. I've gotten BnGs in the past for as a little as 60, but it's more commonly 80 and up, depending on the lady of course.

Reaching Level 1 only means the Safety First Club is now visible to you, and now you can petition the Club owner to join. Whether he lets you in is a different universe. It ain't automatic.
