Ban or no ban, I personally know of at least 3 local massage providers who spent the New Year in China and are now back in the US. I am sure there are many more who have also returned. Right now I am more worried about European travelers or folks from Washington, NY and Cali. I do however agree that women who traveled to China for New Year and returned would likely have symptoms by now, Healthy seeming Chinese are probably no more risk to you than anyone else at this point.

I think a lot of people are forgetting that they banned flights in and out of China about a month ago and the incubation period of getting sick with Corona is 2 weeks so if a provider did go and made it out in time she would know for sure if she was sick already and seeing that these woman stay in the parlor all day and only come across a hand full of people compared to us that are in public all day I feel safer being in a AMP than I do going shopping. I see it like this, 15 years ago I was tipping $40 for HJ. It is not unreasonable for someone to tip $50 or $60 for one today. Prices go up for everything. What I don't like is being asked for a top up front where I have to get off the table to tip first. I also hate haggling. I do agree that we cannot just hand over $100+ for a topless HJ.
