Just FYI. Yes, P411 is open again. Some many months now, perhaps close to a year. And if you send them payment via postal mail. It will take a very long time, took me 4 to 5 weeks in all to get it there and posted to account. But it did finally get into the system. You may have to contact them if you go that route (postal mail) and let them know so they don; t close you pending account (I did, they did, and it finally worked out.).
