It's very simple. When we contact a provider (especially ones like Destiny or Mandy, who are the only ones that come to mind that require this), we know exactly who we're talking to. If they let guys use burner apps, which allow changing of numbers whenever you want, it's a lot harder for them to filter out the time-wasters and assholes. But if you have to contact them from a real number, then it's not so easy to effectively "change your identity" and pretend to be someone they've never seen or talked to before.

I think I've heard that Destiny will do the same, though I can't confirm that for certain.

I understand what you are saying. It does make sense there are guy who will do that. But me I use a text free number cause someone Google my real number and find out my previous address and told me to come see her or she would come at my house and show a scene. There are apps and websites that let you look up info on phone numbers, including carrier information. It's not any kind of mysterious voodoo magic.
