Also, it's a dangerous assumption to think LE has "bigger fish to fry" because they get their marching orders (and funding) from politicians who often want to make a big splash before an upcoming election. So, as I see it, that's even more incentive to label things (that used to be garden-variety prostitution) with the big T and go after them.
