It's a scammer. There are ways to spoof a number so that it can appear to be coming from a legit one. The police don't give out warnings or make phone calls. They show up at your house to arrest you or you get a summons to appear in court. If you would have called back chances are you could pay your "fine" over the phone with a CC or a gift card. Total scam.

I never agreed to anything and never went to the place. I don't even know which post they're referring to. It was on my phone but with the text app. Should I be concerned or is this just a scare tactic.

That text is likely fake as LE doesn't work that way. They would contact you face to face, or perhaps call. Could be a BF got the girl's number and is trying to scare away mongers.

However, if you are spooked and IF you got the text message on the app number, then ditch the app number. After all that is the point of the app number.

Second, as I see reported elsewhere, if you don't take your phone into a date it is too costly to get warrants to try to connect a real person to a text number etc.
