Philly is mostly a drug town, not people attacking you on side streets. Also, it's a reverse crime situation in that the stereotype is crime happens at night, but in philly it's early morning. You could walk down the street naked at 1 AM in the worst parts and everyone is asleep.

The whole spring garden and Casino area is very safe. If you can find parking you can park anywhere.

Also, the Casino cameras don't care what you are doing.

I have met several SBs for car dates. I stay away from the lots in center city within 6 blocks either direction of city hall. I have used several indoor parking garages near Temple and also near Drexel. If you can keep it to under an hour, the rate is usually under 10 bucks, at least last year it was. The indoor lots provide darkness for the most part and usually the upper levels are not full on nice days. You can pm me for the specific lots I have used.
