It's interesting how most of the parlor busts don't lead to anything and stores reopen just a few days after the raids. Unless they have evidence of human trafficking (and they didn't in the latest Watertown busts by their own admission), the prosecution of massage parlors is notoriously difficult due to the entrapment issues. The entrapment is only legal if it's done by a private citizen, not a law enforcement official. And all this "concerned citizens" BS means literally nothing legally.
