With all due respect and not to belabor the issue, I am not sure I understand your reasoning. If a provider loses a regular client at 150 due to hike in rates and gains another regular client at 250 she is up 100 each session. Nobody knows when a regular client will disappear or a new regular will appear. Providers will figure out pretty quickly if they have over reached due to a sharp decrease in "sales. " Same thing in any other business.
