It depends. For some providers it's BBFS. For others it's upgrades to BBBJ, daty, kissing.

It varies by girl. The entire point is that it gives the ones who offer BBFS plausible deniability.

Providers on there have redefined VIP to fit what they think should be a higher upcharge, most of them it just means the difference between a CBJ and BBBJ.
