Yea, acting prosecutor has nothing better to do than bust AMPs, since Kaneshiro has no power anymore. They have to act like they doing something. HPD not making this call. Prosecutor's office used grand jury to indict AMP owners. Providers just get slap on wrist, unless here on visiting visa only, then ship them back.
