Interesting. I got a response almost immediately to a simple P411 request, but I also got a notification that a booking agent out of Boston had been the one to verify my account. Some of the other details match ClubVIPVa policies (for example, no pre booking more than 24 hours out. Which is why I still haven't seen her). It's a bit strange, but again she has 16 okays on P411.
