I disagree that Web-app numbers are a significant red flag. I know many providers who use an app because it's easier to use on a computer and some don't even have cell service. Instead, they rely on wifi. It may be a factor in detecting fakes and scams, but I wouldn't put too much weight on it, just like I wouldn't put too much weight on someone with an out of state number.
