    No, it doesn't work like that in real life. My source is trying it in real life, at an AMP bust that included multiple three letter agencies. You can say those things, and they will say back to you "well ok, but we need to verify everyone we found on scene and that might take a little while. So we can do all of that while you lean up against the police cruiser on the street with handcuffs on (in a neighborhood not far from my real life) and let everyone gets a good look at you, and we can decide that maybe we have some additional reasons to be suspicious so we want to take you down to the station as well just to make sure you aren't someone we think you might be. And then yeah, you are free to go and you certainly don't have to answer any questions. Or you can answer a couple of simple ones right now, you didn't do anything wrong so what's the harm?
