Newbie here, thought I made my mark by posting my latest experience. Forgive me if I didn't use the correct acronym.

They did not have the evidence required to legally install the camera's. Second the way they identified the people in the tape was to pull them over for fake traffic violations then sweat them into confessing.

Fair warning though, if they read you your rights, they will hold you the maximum time they legally can to sweat a confession out of you. If they have arrested you, you'll have to think about how long you can afford to spend in holding. Then offer to sign a confession written by the cop, if they agree in writing to release you without bond if you sign. Then you can always later use that to argue they colluded the confession out of you. Also, you can use a threat to seize your property as compulsion to sign a confession. This varies state to state though.

Florida has what is called "sneak and peek" warrants which allow infiltration and covert placement of video cameras. Reading what available press found, it seems there was an evacuation called in the plaza where the spa is located over a "suspicious package" (placed there by LEO). While all businesses were cleared, under the guise of a search of all establishments to clear the area the cameras were placed. I should there has been a history of less obvious methods of placing cameras as well, including after-hours infiltration.

Once cameras were in place, it was a simple matter of pulling people over after seeing them exit the establishment under whatever pretense needed. Their identities could then be established and recorded for future cross-reference against video evidence.
