Lights out mean nothing. Many surveillance cams have their own infrared light which humans can't see. You appear to be in total darkness, but the cam can see as if in broad daylight.

An example. Look at the end of your TV remote and press a button. No light right? Now point it into your phone camera, and press. And you will see the light.

These cams are getting very good, and they are very cheap.
