According to what was in the story, none of the prostitutes involved appear to be victims of human trafficking. The story said the 17 year old paid the guy to drive her places, not that he was forcing her to do anything--though it's pretty slimy to agree to do that for someone so young and I think should be against the law, it's not human trafficking. There was nothing in the story to indicate that the other ladies mentioned were actually victims of human trafficking--the way the story was written it appears they were just doing business on their own. Though it might just be a poorly written story.
