This has happened to to me a few times with agency girls. They do have a fee or percentage that they share with the agency. It has happened to me with 2 Colombian girls and three Russians, the agency is closed now. But the girls keep in touch let me know when they are coming into town. Couple of weeks ago the two Russians who were here are an example.

IMO, she liked you enough to want you to repeat but doesn't want to share fees now that she has met you. Not sure about them but other agencies are often 50/50 split. The language barrier makes it harder to read her intent but odds are she was meaning for future bookings.
