I would guess you're right about her rates being negotiable.

In my very limited experience, I see one regularly who only does outcall. She isn't bringing anyone to her house and doesn't want to get a room at a cheap, dangerous no-tell. The cost of regular hotel is too expensive as she only sees one or two clients per weekend (and people regularly flake on her).
