It's a mix of both, some are most definitely providers and are up front about it, some are providers but will try to work you for more but can be haggled down if you want to invest the time. For your info I have now gotten calls a couple of times from the fraud department at my credit union to make sure the $50 credits I bought were a legitimate charge. Depending on your personal living situation it might be good for you to know.
