So almost a week after this news first broke, we still have no evidence that Heaven is alive, which is hard to believe since she was always to be found around Payson. I have seen it happen though, not by my accord, but just maybe she got together with an old beau, and they both went into rehab. Pulled over on Wilkins for using cell phone. ... I only use my cell when stopped, sometimes at a light. But never when moving. Hadn't heard of that excuse for stopping mongers, but why not!

Texting is considered a "primary offense", which is a reason to stop you & give a ticket. Talking on the phone is considered a "secondary offense" meaning it's not enough by itself to pull you over. But if you're doing some other primary offense, they'll through the cell phone thing in too.
