I guess, at least for me, it mostly boils down to effort and risk factor. The AMP / camp route typically easiest and least risk-just stop by and done. Well, my understanding is it's only entrapment if the cop initiates the action. If the masseuse openly offers a HJ, he's got her. That said, no politician in the Bible Belt dares enter legislation to make simple sex acts a non-crime. They don't have the balls.
