I know when I talked to them, they initially requested some sort of school or work email if I did not have any references. In addition, they requested verification of my identity, which I do have through a work website with my picture on it, but of course I did not feel comfortable with that as well. I was in the same situation. I went and saw a "newbie friendly" provider first and then I got lucky with agencies. If you keep trying again and again they will block you.
