I dunno, AMP morning business is typically slow so they reduce pricing during that period of time to get more customers. Same with bars with early happy hours, airline pricing according to the time & day with slow travel periods less costly, etc. Sellers of goods and services commonly have promotional pricing during slow periods, so I'm not sure how you can say lower pricing in the morning is "totally arbitrary".

No different at this place here from other full service shops. I texted the number and got the address this afternoon. And went over.

One hour was $60. Half hour $40.
