Uncle is always on the K (either City or Septa) for obvious reasons. The weather probably plays a role since the nicer the weather, the more people will be hanging out (those with good and dubious intentions). Election year always gets more patrols on foot and in cars. I actually saw a mounted patrol in North Philly not too long go. I forgot the City had Mounted units LOL.
