One needs to consider that in murder cases, you often begin with just a dead body, and no suspects. With rape, you have multiple issues; victims are traumatized and it is difficult again, to locate suspects. Add the difficulty in getting victim cooperation.

Nope, because the argument against it is not correct. LEO catches guys getting blowjobs in their cars because their job is to drive around for 8 hours a night looking for guys getting blowjobs in their cars.
