Here's the law regarding sexual contact and / or conduct by a licensed massage therapist:

Clearly what she's doing is illegal FOR HER to do and could cost her license. Not sure how the law would look at it from a civil aspect since, according to the law, money would have to be offered in exchange for sexual favors. Now, we could argue the merits all day of whether it's illegal for the client to do themselves and I sure wouldn't want to go to court to defend myself and my only defense being "we never discussed money". I'm not totally sure but I'm pretty sure the balls are considered off limits by the licensing board. I'm also pretty sure the law would see a difference in genitalia and feet.
